SEOUL—US President Donald Trump’s latest effort to re-engage with North Korean dictator Kim Jong-un has strained relations with South Korea and deepened the growing conviction in Asia that the United States is an unpredictable ally. By curtailing joint military exercises with South Korea, Trump has risked creating greater instability in a volatile region. Not even Chinese President Xi Jinping will be pleased, because Kim seems almost certain to interpret Trump’s move as empowering his efforts to secure greater independence from China.
