Since China joined the World Trade Organization in 2001, its biggest markets—in particular, the United States—have lost much of their manufacturing base. With Chinese exports continuing to flood global markets—especially Europe—the question of how to mitigate a new “China shock,” and persuade Chinese officials to boost domestic consumption, is taking on increasing urgency.
