Europe’s Pro-Human Vision by Margrethe Vestager

The original vision of the internet as a democratizing force failed to account for the manner in which power would concentrate, attention would be monetized, and public discourse would be manipulated. In Europe and elsewhere, these lessons now must inform how we govern generative AI.

COPENHAGEN—As someone who comes from a small political party, I fully appreciate the potential of digital technology to serve as a force for democratic inclusion and empowerment. Because our resources were always limited, and journalists were not always keen to write about our ideas, we welcomed the arrival of Twitter. Suddenly, we had a platform that allowed us to reach people directly—to bypass the institutions that consistently filtered us out. We spent the summer of 2006 eagerly testing this new tool, and so did journalists, many of whom used the platform to fact-check what politicians and parties were posting.
