Plagued by exorbitant costs and chronic delays, American shipbuilders cannot produce enough vessels to keep pace with China. US President Donald Trump’s push to rebuild the industry does little to address its underlying problems and threatens to squander hundreds of billions of dollars.

WASHINGTON, DC—At the end of World War II, the US Navy was by far the world’s largest. As late as 1975, the United States remained a major shipbuilding power, although its preeminence had already begun to diminish. By the end of the 20th century, however, American shipbuilding was in steep decline, despite government efforts to revive it.
